Abstract
近年大量業者投入人工智慧技術醫療領域,因此有大量的人工智慧醫療器材產品問世,醫療器材上市需要經過查驗登記的審核,經核發許可證之後才可以販售使用。由於人工智慧這樣的技術更迭性、汰換性迅速,業者期望可以將人工智慧產品快速上市佔得先機,獲得最大商機及資料內容,但在人工智慧醫療器材查驗登記並沒有審查標準或細緻的規範可以依循,因此對於業者受到不少阻力。

本研究為了瞭解人工智慧醫療器材查驗登記審查相關阻力之問題,進行國內外人工智慧醫材查驗登記規範分析,並對於曾取得我國人工智慧醫療器材許可證之業者及輔導業者進行深度訪談,經由了解業者申請人工智慧醫療器材查驗登記經驗,剖析業者所遇到之相關阻力。

  本研究將相關經驗梳理成醫療器材產業組城改變、因應新技術變化監管單位需要的作為及政府機構的支持等三面向進行探討,本研究綜整受訪者經驗,有3點情形及受訪者所提出的2點建議,相關結論臚列如下:
1.不同專業背景業者投入醫療器材領域,不了解醫療器材管理亦無法理解法規管理的核心價值及原因,難以理解審查的要求。
2.審查人員對所要求資料文件敘述過於籠統、模糊,業者無法了解核心問題或審查人員所需要的關鍵資料。
3.審查人員流動率高,且有些審查人員經驗不足,無法有效理解並跟審查委員溝通討論,衍生業者在審查期間產生的隱形成本,也因為這些原因導致審查一致性。
4.建議以工作坊、課程會後會及增加公協會等方式,促進並增加政府與業者的溝通平台及方式。
5.建議政府給予生醫產業更多元的支持,不僅限於許可證的申請,增加政府橫向連結,給予業者全方位的支持性政策。
