Abstract
隨著社會進步,弱勢團體與老人的福利以及長照議題逐漸受到重視,而身心障礙者是比老人更需要被重視與發掘的族群。以往對於身心障礙議題之研究少有從服務提供者角度出發,因此本研究提供不同於以往之觀點,旨在探討身心障礙教養機構面臨之困境,並試圖尋求解決之道。
本研究對象為11所內政部登記有案之公私立教養機構,以立意取樣方式選取樣本,使用質性研究之深度訪談法收集研究資料,透過紮根理論法進行歸納與分析。研究結果顯示,身心障礙教養機構面臨之困境相當多樣化,對於身心障礙者也邁入高齡化的現象,政府與民間皆尚未有適切之因應策略,而衍生出來的信託議題亦有待進一步的規劃與加強。機構方面,缺乏精神障礙合併其他障別之收容機構,造成身障者權益受損以及管理上的衝擊,常見之大型化教養中心亦不符合近年來強調的社區化理念。法規方面,對於服務提供者的保護不夠,多項規定之彈性亦顯得不足,法條是否淪為空談也是問題之ㄧ。
整體而言,欲舒緩身心障礙教養機構面臨之困境需要政府與民間的相互合作,政府方面可透過落實相關法規、成立高齡或其他特殊需求之機構、增加法規彈性等方式給予協助,而民間團體則可持續推廣信託工作,並且舉辦經驗分享聚會,邀請政府專家學者進入體系之中共同討論,使理論與實務得以相互配合,共同突破現有之困境。
