Abstract
研究背景與目的:政府自SARS 肆虐導致防疫物資供需失調之問題,陸續制訂防疫物資庫存管理政策與相關防疫物資法源,但爾後對於防疫物資卻並未引發高度的需求,導致各儲備單位之防護裝備出現龐大的庫存成本以及屆效的浪費產生。就醫院防疫物資採購模式而言,係以自行採購之方式最常見;本研究目的即是分析目前醫院防疫物資體系的進貨、耗用與庫存情形,以經濟合理的方式提供醫院各部門所需的防護裝備,在致死率為0.5%之情況下,建構醫院防疫物資之動態模擬模式,並調整安全庫存量以探討其耗用、進貨與庫存之變化,以期協助醫院防疫物資之存貨管理,並供後續研究之參考。
方法:以系統模擬方式,使用iThink 作為系統動態模擬研究工具,搭配Easyfit 軟體選擇最適數據概率分布,模擬致死率為0.5%,疫情期間44 週,以探討個案醫院三項防疫物資,包括N95 口罩、外科口罩以及防護衣之安全庫存量與耗用、進貨、庫存之關係。
結果:模式測試其檢定結果各p 值均大於0.05,代表用於模擬個案醫院疫情時期三項物資的耗用量模型是可接受的。在不缺貨之情形下,N95 口罩之安全庫存量由8,000 個調整為800 個,其平均庫存量與進貨量分別下降6,808 個與50 個;外科口罩之安全庫存量則由15,000 個調整為3,500 個,其平均庫存量與進貨量分別下降10,871 個與322 個。
結論:在不缺貨之情況下,調整防疫物資安全儲備量將能有效減少其庫存量與進貨量,且我國在防疫物資的儲備上係採取三級庫存策略,並且具備有償調用與無償撥用之法規,以因應重大疫情期間龐大的防護裝備需求量,因此醫療機構於疫情期間莫需過度恐慌,儲備過多之防疫物資造成庫存成本之壓力。
