Abstract
本研究以日本小林製藥紅麴事件為案例,探討保健食品安全問題中的企業責任、內外部監管以及監管挑戰。隨著全球保健食品市場快速增長,產品品質與安全性成為社會關注焦點。研究發現,小林製藥在產品開發與管理過程中存在品質監控缺陷,並在事件發生時未能及時透明地公開資訊,導致品牌信任危機與消費者健康受損。此外,政府監管在事件中雖發揮了一定作用,但亦暴露出監管資源不足、法規不明確及跨境監管協調困難等問題。本研究強調企業應落實全面品質管理(TQM)與企業社會責任(CSR),同時建議政府加強食品安全標準並引入技術支持。通過企業、政府及消費者的協作,才能有效保障保健食品的安全性,重建市場信任。
