Abstract
本研究之目的為透過當代疾病史研究的理論與史學架構來理解2003年台灣的SARS傳染病事件。然而因為當代台灣社會與其過去間存在著許多衝突,故研究者首先以醫學史家Charles E. Rosenberg的傳染病發展模式(即人們對疫病的普遍性回應)作為全文論述的中心基礎。而在彙整台灣本地的檔案與資料後,研究者回顧日治時期 (1895-1945) 台灣社會回應某些疫病(如鼠疫及西班牙流感)的重要經驗,並提出台灣社會回應疫病經驗的共通點,以適度地重塑Rosenberg的理論,使之符合2003年台灣SARS傳染病事件的發展。

一般而言,台灣的SARS傳染病事件不只傷害了台灣人民對現代醫療的信心,也如一面明鏡般,照映出台灣社會深埋已久的陰暗角落。因而我們可以說,即使現代醫療的全球化已是不可避免的趨勢,但2003年的台灣SARS傳染病事件仍不自覺地顯現出許多來自過去台灣經驗的特性。在SARS流行期間,當社會的恐慌情緒已一發不可收拾之際,日治時期的衛生警察系統與惡名昭彰的「避病院」等舊時回憶也於此刻重現,並且影響了現代政府因應SARS的緊急政策與社會回應。同時,正如1945年以前殖民政府的作法,現代的台灣政府也努力想藉由掌握官方新聞與通報的統計數字來達到操控疫情的效果,但有時卻因忽略了來自群眾謠言與媒體(包括網際網路)的強大影響力,以致於意圖操控疫情的諸般努力,反而造成新的困境。

在諸多與SARS相關之論述中,本研究乃首度以歷史及社會的觀點深究2003年台灣的SARS傳染病事件;基於此,研究者將群體與個體面臨SARS時的感受一併探論做為此一事件的記憶,並將這本論文獻給所有曾經親歷其境的人們。
